The total number of chests exported from India during 1914-1921 was 18560 = 1,168,364 kilos.

The number of kilos imported during those years according to the French figures is 1,637,596.

The number of kilos consumed during those years according to the French figures was 746,295 prepared opium = 1,248,825 kilos raw opium.

It will be seen that while the French consumption figures tally fairly closely with the Indian export figures, they are much below the French import figures.

The situation is generally so obscure as to justify inquiry being addressed to the French Government.

It may be remarked here, in parenthesis, that the French Government in the Report referred to, and at the Conference, claimed the reduction in consumption between 1917 and 1921 as proof of the efforts made by France and the sincerity of its attitude.
